What to do if...

Incident occurred on site/campus:

  1. Call EMCC Public Safety: 623.935.8911 (from campus phone: 58911).
  2. If EMCC Public Safety is not contacted immediately, call 911.
  3. Incident Commander will determine shelter or evacuation actions. As directed: evacuate (get out), lockdown or shelter-in-place (stay in).
  4. If evacuated, no one may re-enter building(s) until an 'all-clear' is declared by Incident Commander.
  5. Supervisors/faculty account for employees/students. (Faculty - use class roster.)
  6. Report missing personnel/students to Crisis Communication Team / Public Safety. Identify last know location of individual(s).
  7. After Incident Commander issues an 'all-clear', resume normal operations.

Incident occurred near site/college property:

  1. Fire or police will notify public safety/facilities/ President’s Office.
  2. Incident Commander will determine shelter or evacuation actions. As directed: evacuate (get out), lockdown, or shelter-in-place (stay in).
  3. Supervisors/faculty account for employees/students. (Faculty - use class roster.)
  4. After Incident Commander issues an 'all-clear', resume normal operations.

MEDICAL- FIRST AID / ASSISTANCE
In the event that a student, visitor or employee is needs first aid or medical assistance:

  1. Call EMCC Public Safety: 623.935.8911 (from campus phone: 58911).
  2. If EMCC Public Safety is not contacted immediately, call 911.
  3. Keep the ill or injured person as comfortable as possible.
  4. Do not perform any first aid beyond your certified training.
  5. Do not move a person that has fallen or appears in pain unless life safety is needed.
  6. Report any details leading to the injury to responding officers and emergency services.
  7. Document or report to supervisor which health care facility the injured/ill person was taken to or released from.

MEDICAL - SERIOUS INJURY/ SUICIDE / DEATH
If incident occurred on site/campus:

  1. Call EMCC Public Safety: 623.935.8911 (from campus phone: 58911).
  2. If EMCC Public Safety is not contacted immediately, call 911.
  3. If possible, isolate affected student/staff member.
  4. Follow direction of police/fire.

If incident occurred off site/campus:

  1. Call 911 if necessary, notify the Office of Public Safety 623-935-8911 (58911 from a campus phone)

Post-crisis Intervention:

  1. Meet with Risk Manager to determine appropriate resources.
  2. Assess stress level of staff. Recommend counseling to overly stressed staff.
  3. Resume normal routines as soon as possible.

If the fire alarm is activated, follow evacuation procedures.

If no fire alarm sounds:

  1. If in a meeting room or class, follow directives (evacuate, shelter-in-place, lockdown, etc.)
  2. If in an elevator, use the emergency phone to notify front desk/facilities/fire/public safety.
  3. Provide assistance to those in need (i.e. visitors, disabled, etc.)
  4. Remain in room until an 'all-clear' directive is given. (All clear can be sent via alarm system, intercom, bullhorn, text/MEMS message, etc.)
  1. Call EMCC Public Safety: 623.935.8911 (from campus phone: 58911).
  2. Evacuate the area if advised by emergency personnel or Public Safety.
  3. Keep other students/staff calm.
  4. Lock classroom/office doors.
  5. If in lockdown, do not allow students/staff to leave the classroom/office until you receive an all-clear signal from police/fire or Public Safety.
  6. Supervisors/faculty account for employees/students. (Faculty - use class roster.)
  7. Report missing personnel/students to Crisis Communication Team / Public Safety. Identify last know location of individual(s).
  8. Crisis Communication Team / Incident Commander will notify employees/students when situation is clear and normal operations may resume.
  1. Do NOT use cell phones.
  2. Do NOT shut off lights, close doors or windows.
  3. Call EMCC Public Safety: 623.935.8911 (from campus phone: 58911).
  4. If EMCC Public Safety is not contacted immediately, call 911.
  5. Remain calm.
  6. Do not let anyone handle item or go near the package.
  7. Write down any pertinent information concerning the package (i.e. how received, when, how found)
  8. Follow evacuation procedures if told to do so by Incident Commander / Public Safety.
  9. Do not shut off lights, close doors or windows when evacuating.

WEAPON

  1. If an unauthorized weapon is suspected to be in on site, call EMCC Public Safety: 623.935.8911 (from campus phone: 58911).
  2. If EMCC Public Safety is not contacted immediately, call 911. 
  3. DO NOT APPROACH SUSPECT.
  4. If suspect threatens you with a weapon, do not try to disarm them. Back away with your arms up.
  5. Remain calm.
  6. Look for an opportunity to escape without being harmed.
  7. Defend yourself if attacked and there is no escape option.

HOSTAGE / INTRUDER
(Intruder: an unauthorized person who enters District/college property)

  1. Call EMCC Public Safety: 623.935.8911 (from campus phone: 58911).
  2. If EMCC Public Safety is not contacted immediately, call 911.
  3. DO NOT APPROACH.
  4. Provide detailed description of intruder to responding officers.
  5. Be prepared to evacuate area and assist with evacuation.

If taken hostage:

  1. Follow instructions of hostage taker.
  2. Try not to panic. Calm students if they are present.
  3. Treat the hostage taker as normally as possible.
  4. Be respectful to hostage taker.
  5. Ask permission to speak and do not argue or make suggestions.
  6. If possible, activate the emergency intercom in the classroom.

Severe Weather Warning issued in an area near the college/site:

  1. Follow reverse evacuation / Shelter-In-Place (stay in) procedures.
  2. Bring all people inside building(s).
  3. Close windows and blinds.
  4. Severe weather safe areas are under desks and in hallways away from windows and large rooms.
  5. If possible, watch www.estrellamountain.edu/mems and/or local media for updates.
  6. Remain in safe area until warning expires or until emergency personnel have issued an all-clear signal.

Severe Weather seen near site/college:

  1. Move employees/students/visitors to safe areas.
  2. Supervisors/faculty account for all students/staff. (Faculty takes class rosters.)
  3. Report missing personnel to EMCC Public Safety 623-935-8911 (from campus phone 58911). Relay the last known location of missing personnel.
  4. If possible, watch www.estrellamountain.edu/mems and/or local media for updates.
  5. Remain in safe area until weather is clear.
